My go to program to scrap with is StudioScrap, you can get a fee copy at https://www.studio-scrap.com/.com/
You can use the program with basic features forever, or take a monthly subscription starting at 2,99€. The program uses templates in the format *.SCALB (available on this site) and you are not restricted to their papers and elements, you can also use your own (or those from www.digitalscrapbook.com, a big free resource).
Here I used a kit from StudioScrap itself: Les merveilles d’Alice
